Driving PFF Constitution Reform Forward
ISLAMABAD, June 1, 2026 — Pakistan Football Federation President Syed Mohsen Gilani has pledged to push for broader stakeholder representation as the PFF embarks on a constitutional overhaul supported by FIFA and the Asian Football Confederation.
Speaking after a two-day governance workshop led by FIFA Head of Member Associations Governance Rolf Tanner and AFC Senior Manager Sonam Jigmi, Gilani described the constitutional review as a rare chance to reshape how football is governed across the country while keeping the focus on inclusion rather than concentrate power.
Gilani said he is not interested in reforms that expand presidential authority and that his priority is greater representation for women’s football, futsal, beach soccer, eFootball, provincial associations, clubs and other key actors. The president underscored that a modern PFF Constitution must reflect the diverse interests within Pakistan football and guarantee meaningful participation for all sectors.
FIFA and AFC officials explained that the new framework will align national statutes with international governance standards and will not stop at the federation level. After the PFF Constitution is adopted, similar reforms will be rolled out at provincial level and later at district level to create a coherent governance architecture across Pakistan.
As part of the reform programme, the PFF with FIFA and AFC support plans to professionalise provincial administration by helping recruit professional General Secretaries to manage day-to-day operations and ensure compliance with modern governance practices. Workshop discussions covered democratic representation, institutional independence, electoral procedures, integrity mechanisms, financial oversight and independent committees.
Participants engaged actively during the workshop, raising questions that organisers say helped refine the proposed framework. PFF officials stressed that the constitutional process will continue through extensive consultations with stakeholders from across the football ecosystem to gather feedback before finalising the new PFF Constitution.
The PFF, FIFA and AFC reiterated their commitment to moving the reform process forward efficiently so a modern governance structure is in place to support sustainable development and stronger football systems at national, provincial and district levels in Pakistan.
