RAWALPINDI: The Rawalpindi Development Authority (RDA) has moved forward with a proposal to set up a dedicated Enforcement Directorate to improve action against encroachments, illegal constructions, under-construction buildings and unapproved housing schemes within its controlled area.
According to RDA Handout No 69/2026 issued on September 7, 2026, a meeting was held at the RDA Conference Room on the directions of Commissioner Rawalpindi Division and Director General RDA Salman Ghani to review the Terms of Reference (TORs) for the proposed directorate. The meeting was chaired by the Commissioner Rawalpindi.
Director Administration RDA Nosheen Israr gave a detailed presentation on the proposed Enforcement Directorate and its working mechanism. She informed the meeting that the new system was aimed at making enforcement operations in RDA’s jurisdiction more coordinated, effective and result-oriented.
The meeting was told that officers and officials from four key operational directorates of the RDA — Town Planning, Building Control, Estate Management and Land Development — would be involved in enforcement activities.
It was also decided that assistance from Punjab Police Rawalpindi and the PEERA Force would be sought, wherever required, during operations against encroachments, illegal constructions, under-construction buildings and illegal or unapproved housing schemes operating in the area under RDA control.
Officials said the proposed Enforcement Directorate would provide a coordinated institutional framework for enforcement operations, strengthen field coordination among relevant RDA directorates and ensure effective action against violations of planning and building regulations, as well as illegal development activities.
The Commissioner Rawalpindi appreciated Director Administration Nosheen Israr for presenting a comprehensive proposal and directed that the proposed TORs be finalised at the earliest so that the Enforcement Directorate could be made fully operational in an effective and professional manner.
The meeting was attended by Additional DG RDA Masood Ahmad Bukhari, Chief Planner RDA Muhammad Tahir Meo, Director Estate Management Iftikhar Ali, Director Land Ghazanfar Ali Awan, Director Finance Masood Arshad, Director Engineering Komal Chaudhry, Deputy Director Finance Ayesha Badar, Deputy Director IT Dawood Khalid and other RDA officers.
