NFE Roadmap to Strengthen Education Access in Pakistan

The Ministry of Federal Education and Professional Training (MoFEPT) has launched a comprehensive Non-Formal Education (NFE) Strengthening Roadmap to improve educational access and outcomes for millions of children, youth, and adults excluded from formal education in Pakistan. This initiative aims at enhancing NFE through better funding, clear governance, teacher training, robust monitoring systems, and stronger community involvement, ultimately reducing the number of out-of-school children (OOSC), especially in underserved areas.

Non-formal education serves as a critical second-chance learning opportunity for millions of Pakistani citizens who, due to poverty, remoteness, social barriers, or age constraints, are unable to attend regular schools. Through flexible, community-based learning centres, NFE provides foundational skills in reading, writing, and numeracy, thereby enabling learners to integrate more effectively into society and continue their education.

As part of the new roadmap, MoFEPT has introduced several key policy measures designed to strengthen governance, quality, monitoring, and stakeholder collaboration within the NFE sector. At the governance level, the ministry has unveiled a dedicated Federal NFE Policy that will provide clear strategic direction and oversight. This policy framework is intended to ensure a coordinated, accountable, and research-backed approach to non-formal education delivery nationwide.

To enhance teaching standards and the quality of instructional practices, the roadmap outlines a comprehensive Teacher Induction, Management, and Capacity-Building Framework. Through extensive Teacher Needs Assessments (TNA), appropriate training modules covering multi-grade teaching, accelerated learning methodologies, and inclusion will be developed and implemented. Additionally, to create engaging learning environments, NFE Teacher Aid Kits—complete with essential teaching materials—will be distributed to support educators in delivering enriched classroom experiences.

Recognizing that smooth transition of NFE learners back into formal education is essential for sustained educational outcomes, MoFEPT has reintroduced the mandatory Fifth Grade Examination. This standardized assessment is intended to facilitate mainstreaming NFE graduates into regular school systems, ensuring students continue their education seamlessly. Moreover, the Ministry, in partnership with Japan International Cooperation Agency (JICA), is initiating standardized in-class assessments to assist educators in tracking and improving student learning outcomes systematically.

To maintain robust oversight, MoFEPT will also establish a comprehensive Monitoring and Evaluation (M&E) system. This digital system, linked explicitly to the Non-Formal Education Management Information System (NFEMIS), will generate real-time data, increase transparency, and promote continuous improvements in educational delivery and learner achievements.

A significant community-engagement feature of the roadmap is the launch of the “Adopt a NFE Centre” scheme. Under this initiative, community groups, development organizations, and private-sector actors are encouraged to actively support NFE centres by contributing supplies, resources, and other sustainability efforts, fostering greater local ownership and long-term effectiveness.

Reflecting its commitment to inclusion, MoFEPT will also establish Special Learning Centres specifically designed to serve the Khwaja Sira (transgender) community. These centres will offer safe, inclusive educational opportunities to populations historically marginalized from formal education systems.

The roadmap is grounded in a strategic vision of increased dedicated funding, precise data-driven accountability mechanisms, and stronger integration between non-formal and formal educational streams. MoFEPT is closely collaborating with numerous national and international partners, including JICA, Pakistan Institute of Education (PIE), National Education Foundation (NEF), National Commission for Human Development (NCHD), Basic Education Community Schools (BECS), Taleemabad, Allama Iqbal Open University (AIOU), and Federal Directorate of Education (FDE), ensuring cohesive support and strengthened execution of this ambitious plan.

By implementing these comprehensive measures, MoFEPT aims not only to empower learners currently enrolled in NFE but also to reach thousands more who remain out of school, ultimately ensuring brighter futures and equitable educational opportunities for all Pakistani learners.
