Accelerating Enrollment for Out of School Children
The Ministry of Federal Education and Professional Training convened a meeting on April 13, 2026 to review progress on the No Child Left Behind campaign, a Union Council-wise effort to ensure universal access to education across Islamabad Capital Territory and identify out of school children.
Nadeem Mehbub, Federal Secretary, chaired the session attended by representatives from participating civil society organizations and partner NGOs, who provided updates on household surveys, enrollment drives and community mobilization efforts underway across the capital. Participants discussed operational challenges with a focus on improving coordination, accelerating outreach and strengthening data reporting mechanisms.
In a notable development, two new Letters of Understanding were signed with Muslim Hands and ACT International, expanding the campaign’s partner network and expected to boost field capacity and outreach to underserved communities.
The Secretary stressed the need to maintain momentum to meet the target of identifying and enrolling 25,000 out of school children within the stipulated timeline, and reiterated the Ministry’s commitment to a structured, data-driven, community-centered Carpet Coverage Plan encompassing door-to-door surveys, engagement with local stakeholders and real-time monitoring through digital tools.
All participating NGOs reaffirmed their commitment to intensify field activities in the coming weeks, underscoring collective responsibility and better coordination among stakeholders as essential to ensuring no child is left behind.
The Ministry reiterated its dedication to inclusive and equitable education in line with Article 25-A of the Constitution, noting that strengthened collaboration with partner organizations represents a critical step toward achieving universal education in Islamabad Capital Territory.
