Advancing Carbon Markets at GGGI Week

H.E. Dr. Shezra Mansab Ali Kharal, Minister of State for Climate Change and Environmental Coordination, represented Pakistan at the 14th Session of the Assembly and 18th Session of the Council of the Global Green Growth Institute (GGGI) in Seoul on 29 October 2025. At the inaugural session she delivered a keynote address titled “Implementing International Carbon Markets: Country Experiences and Strategic Pathways to 2023,” placing particular emphasis on the role of carbon markets in Pakistan’s climate agenda.

In her remarks Dr. Kharal highlighted Pakistan’s sustained commitment to climate action, stressing that the country’s comprehensive policy mix aims to strengthen resilience, reduce emissions and mobilize climate finance. She outlined how international cooperation on carbon markets can complement domestic measures and attract investment to scale up mitigation and adaptation efforts across vulnerable sectors.

The session drew government officials and experts from New Zealand, Sri Lanka, Senegal, Norway, Sweden and Zambia, alongside climate specialists, civil society representatives and members of the media. Dr. Kharal engaged with peers to share Pakistan’s practical experience and to explore mechanisms that can support transparent, high-integrity carbon markets that deliver on sustainable development and climate goals.

On the sidelines of Global Green Growth Week the Minister of State scheduled bilateral discussions with the delegation from Norway and with representatives of international non-governmental organizations, focusing on finance, capacity building and project-level cooperation. These meetings aim to translate the dialogue at GGGI into concrete partnerships that benefit Pakistan’s climate resilience and green growth priorities.

The Global Green Growth Institute is a treaty-based international organisation that promotes green growth by balancing economic development with environmental sustainability. Mr Ban Ki-moon, former UN Secretary-General, serves as the Chair and President of the Institute, providing strategic direction as member countries, including Pakistan, advance collaborative approaches to carbon markets and green investment.
