Zero-Tolerance Policy in Action: RDA Targets Illegal Commercial Activities

RAWALPINDI: Acting on the directives of Director General (DG) Rawalpindi Development Authority (RDA), Kinza Murtaza, the RDA Enforcement Squad sealed the premises of Honig Pharmaceutical located on High Court Road for serious violations of land use and construction bylaws. The operation is part of an intensified crackdown against illegal constructions and unauthorized commercial activities across the city.

According to an official RDA spokesperson, Honig Pharmaceutical was operating without obtaining the required approvals and was in clear violation of Rawalpindi’s zoning regulations. The facility was found to be in breach of RDA’s land-use policies, triggering immediate sealing by the enforcement team.

DG Kinza Murtaza reaffirmed RDA’s unwavering commitment to lawful urban development and regulatory compliance. “We urge all commercial entities to follow legal procedures and secure necessary permissions before commencing operations,” she said. “There will be no tolerance for violations.”

She emphasized that the action aligns with clear instructions from Chief Minister Punjab, Maryam Nawaz Sharif, who has mandated a zero-tolerance policy against encroachments and unauthorized development. “This campaign is not symbolic—it is about reshaping Rawalpindi’s urban framework in a lawful, organized, and citizen-focused way,” Kinza Murtaza stated.

The RDA has also urged the public to play their role in maintaining encroachment-free, safe, and accessible streets by reporting violations and refraining from unauthorized construction practices.

Further, the DG RDA directed the Land Use & Building Control (LU&BC) Wing to intensify actions against all forms of encroachments, unauthorized constructions, and commercial misuse, regardless of influence or status. Additionally, she ordered the Building Control Wing to conduct a survey regarding the regularization of illegal constructions and to process fees and plans for the legalization of residential and commercial properties falling within RDA-controlled areas.
