Spain Ambassador Advances Climate Cooperation Talks

Ambassador Carlos Aragón of Spain called on Federal Minister Dr. Musadik Malik in Islamabad to push forward climate cooperation and explore areas of bilateral engagement on sustainable development and energy security. The meeting brought both sides together to assess regional and global challenges, with particular attention to how climate change intersects with shifting geopolitical dynamics.

Dr. Musadik Malik raised concerns about a perceived drift from multilateralism toward unilateral actions and highlighted the wider implications when longstanding agreements such as the Indus Waters Treaty are placed under strain. He stressed that the sanctity of international agreements is central to effective climate cooperation and rules-based cooperation between neighbours.

The Federal Minister also outlined the severe impacts of recent floods in Pakistan, noting how changing weather patterns and heightened climate variability have increased uncertainty for communities across the country. He emphasized the urgent need for enhanced preparedness and preventive interventions to reduce future disaster risks and bolster national climate resilience.

The Ambassador shared impressions from his recent visit to Gilgit-Baltistan, where he appreciated the region’s natural beauty, cultural diversity and hospitality. The visit underlined opportunities for sustainable development and stronger people-to-people ties, which both sides agreed could support broader climate cooperation and local economic resilience.

Energy security and the transition to renewables formed another key part of the discussion, with both officials noting that recent geopolitical tensions have exposed vulnerabilities in conventional energy supply chains, including in Europe. They agreed on the importance of accelerating deployment of green energy solutions such as solar and wind power. Dr. Musadik Malik briefed the Ambassador on two flagship initiatives under development by the ministry: the Green University, aimed at promoting climate education and research, and Green Fields, designed to connect young green entrepreneurs with investors to scale sustainable businesses. Both parties discussed avenues for knowledge exchange and practical cooperation to support these initiatives.
