Strengthening GBV Training Across Balochistan

The five-day Training of Trainers (ToT) on GBV Case Management Guidelines concluded at Serena Hotel in Quetta, bringing together representatives from government departments, civil society, academia and GBV service providers from across Balochistan to strengthen provincial survivor-centered response.

The programme was led by SPO in collaboration with the Women Development Department, Government of Balochistan, and UNFPA Pakistan with support from the Embassy of the Netherlands in Pakistan, focusing on practical steps to institutionalize GBV case management and expand services for vulnerable groups.

The closing ceremony was attended by Mr. Asmat Ullah Qureshi, Secretary Social Welfare Department; Mr. Asif Ali Faruk from the Planning & Development Department; Dr. Roshan Khursheed Bharucha, former federal and provincial minister; and Dr. Farkhanda from the Women Development Department, who praised the collaborative approach and reinforced government commitment to survivor-centered care.

Dilshad Pari, Program Analyst GBV at UNFPA, noted strong participant engagement and shared certification outcomes with 50% Tier 1 trainers and 45% Tier 2 trainers, and highlighted the creation of a provincial network of trainers tasked with replicating learning at district level to scale up GBV training across Balochistan.

Joining virtually, Ms. Sadia Atta, Provincial Lead UNFPA, reaffirmed continued support and announced that anti-rape crisis cells will be established under the Health Department as part of implementation of the 2021 Anti-Rape Bill, and that the Chief Secretary Balochistan will chair the Multisectoral Coordination Mechanism on GBV under the Women Development Department.

Speakers from government, UNFPA and civic organizations emphasized the need for ongoing capacity building, stronger coordination and inclusion of law enforcement as first responders in future cycles, framing the training not as an end but as the start of coordinated provincial efforts to enhance safety, dignity and justice for GBV survivors.
