Dr. Zia’s Dismissal Suspended, Signals Reform in Public Sector Appointments

Islamabad,– In a major legal development for Pakistan’s higher education sector, the Civil Judge First Class (West) has reinstated Dr. Zia Ul Qayyum as Executive Director of the Higher Education Commission (HEC). The court ruled that his termination order, issued on May 21, 2025, was in violation of due legal process and thus procedurally unlawful.

The court found that Dr. Qayyum’s dismissal breached Section 21 of the HEC Ordinance, which governs employment regulations within the Commission. Emphasizing the importance of adherence to due process in public service, the judge noted that no proper legal grounds were presented to justify the termination.

As a result, the termination has been suspended pending a full hearing. The court observed that, at first glance, the dismissal appeared to lack legal merit. Legal notices have been issued to all involved parties, and the next hearing is scheduled for July 16, 2025.

This case has drawn attention across academic and administrative circles. Many higher education policy experts believe the reinstatement could set a precedent for improved regulatory compliance in executive appointments and dismissals. It also underscores the need for transparency and legality in decisions affecting public institutions.
