Driving Higher Education Reform in Pakistan
The federal-provincial meeting chaired by Professor Ahsan Iqbal centered on higher education reform, with a comprehensive discussion on performance metrics for universities and the need for closer coordination between federal and provincial authorities. Participants underlined that clear benchmarks and shared oversight are essential to raise academic standards across Pakistan.
Prof. Dr. Iqrar Ahmad Khan, Chairperson of the Punjab Higher Education Commission, presented detailed PHEC initiatives and led a consultation on the draft Act for the proposed University of Engineering and Technology Narowal. The session examined legal and administrative provisions to ensure the new institution aligns with national priorities and offers modern engineering education to young Pakistanis.
Speakers emphasized balanced representation and expertise in university syndicates, calling for membership that reflects strengths in teaching, research, and enterprise. Delegates also stressed the importance of structured governance and financial transparency so universities can operate with accountability and attract quality faculty and students.
There was consensus on aligning institutional frameworks with global best practices while tailoring reforms to local needs. Enhanced federal and provincial cooperation on policy, funding, and regulatory matters was presented as a practical step to implement sustained higher education reform across the country.
The meeting was attended by the Minister for Higher Education Rana Sikandar Hayat, Secretary Higher Education Department Mr. Ghulam Farid, Special Secretary Mr. Tajammal Abbas Rana, Additional Secretary (Universities) Mrs. Zahida Azhar, educationist Mr. Muzammil Mehmood, and representatives from PHEC and HED. Participants agreed to continue consultations to finalize the University of Engineering and Technology Narowal Act and to push forward a coordinated agenda for higher education reform.
