ICT-PEIRA Orders Private Schools to Submit Scholarship Data
A special meeting of ICT-PEIRA was held on 17 June 2026 following directions from the Senate Standing Committee on Federal Education and Professional Training on 16 June, 2026 to review compliance by private schools in Islamabad with the 10% Need-Based Scholarships requirement under the Right to Free and Compulsory Education Act, 2012. The meeting was chaired by Dr. Ghulam Ali Mallah and attended by officers of the Authority to assess the status of data collection and reporting by private educational institutions.
During the review, the Authority noted with concern that a substantial number of private schools have not submitted the requisite information on 10% Scholarships despite repeated letters, notices and directions issued by ICT-PEIRA. The absence of complete data prevents the Authority from verifying that deserving and underprivileged students are receiving the intended support.
The Chair stressed that compliance with the law is mandatory and directed that all non-compliant institutions must submit the required data without further delay. Private institutions have been given a final opportunity to furnish complete scholarship data on or before 30 June 2026. Registration and renewal processes for institutions that fail to submit the required details will be halted until a compliance report is provided, and institutions applying for registration or renewal will be unable to download or print application forms until the data is uploaded to the portal.
ICT-PEIRA also decided that the names of institutions still in default after the deadline will be published on the Authority’s official website as defaulters on 1 July 2026, with relevant examining boards informed accordingly. Continued non-compliance beyond 10 July 2026 will result in suspension of registration and restoration only upon submission of the required data, payment of a fresh registration fee and imposition of a regulatory fine calculated on a per day basis under Schedule II(B) of the Private Educational Institutions (Registration, Regulation and Promotion) Rules, 2024. Institutions remaining in default beyond 20 July 2026 will be referred to the District Administration of Islamabad for initiation of appropriate legal action under the ICT-PEIRA Act, 2013.
The Authority acknowledged and appreciated private schools that have complied and are providing 10% Need-Based Scholarships to deserving students, and letters of appreciation will be issued in recognition of their efforts. Chairman ICT-PEIRA reiterated the Authority’s commitment to effective implementation of the Right to Free and Compulsory Education Act, 2012 and to safeguarding the educational rights of deserving children through strict regulatory oversight and enforcement of scholarship obligations.
