Strengthening Child Labour Monitoring in Balochistan
The National Commission for Rights of Children, working with UNDP Pakistan under the Huqooq-e-Pakistan II project financed by the European Union, delivered a capacity development training for the Balochistan Labour and Manpower Department focused on monitoring child labour in the private sector. The programme aimed to bolster the skills of labour inspectors and enforcement officials to apply child-sensitive inspection approaches while improving documentation, evidence collection and referral pathways to protection and rehabilitation services.
The training was tailored to the specific context of Balochistan and highlighted child labour risks in mining operations, automobile workshops, home-based work and other informal settings that are prevalent across the province. Sessions explained the applicable legal framework and guided participants on how to distinguish hazardous and non-hazardous work when assessing cases involving children.
Practical guidance covered inspection procedures for informal and hard-to-reach workplaces, emphasising methods that protect children and preserve evidence for enforcement action. Participants worked on strengthening coordination mechanisms so that labour, social welfare, child protection actors and district administration officials can effectively refer children to timely protection and rehabilitation services and ensure follow-up.
Discussions also explored the role of labour inspections in promoting business and human rights standards and meeting Pakistan’s GSP+ commitments, underlining how rigorous inspections and better documentation support compliance across supply chains and improve accountability for employers in the private sector.
Representing the Commission, Advocate Abdul Hayee, Member Balochistan, reaffirmed NCRC’s commitment to sustained capacity building and close collaboration with provincial authorities to enhance enforcement and advance efforts toward the elimination of child labour in all its forms.
Officials said the enhanced skills and coordination from this training are expected to strengthen on-ground monitoring and referral systems, helping to reduce child labour risks and expand protection measures for vulnerable children across Balochistan.
