Strengthening Gandhara Project Partnerships in Pakistan

On 23 September 2025 the Project Completion Evaluation Team (GSIC) of the Korea Heritage Agency visited the KOICA Pakistan Office to review outcomes of heritage work carried out between 2021 and 2025.

The meeting focused on the Pakistan Gandhara Cultural Development and Tourism Resource Policy Support Project, implemented by KHA as part of its cultural heritage ODA. Participants examined the project’s impact across the national heritage sector and discussed how gains achieved during the project period can be consolidated and extended.

The evaluation team requested KOICA’s views on long-term sustainability and the possible direction of follow-up initiatives. KOICA drew on 15 years of project experience to share practical insights, highlighting recurrent challenges encountered during design, construction, and supervision contracting and how these affect the durability of heritage interventions.

Discussion also turned to opportunities for continued cooperation in Pakistan’s cultural heritage preservation and tourism development, including the newly inaugurated Immersive Gallery established under the project. Stakeholders noted the gallery’s potential to enhance visitor engagement and support broader conservation goals while exploring complementary technical and policy support measures.

The exchange opened avenues for further dialogue between KOICA and KHA on sustaining project achievements and identifying targeted follow-up actions to strengthen conservation practice and tourism planning linked to the Gandhara project.
