Model Assessment Framework Workshop at IBCC and Aga Khan

The Inter Boards Coordination Committee, in collaboration with the Aga Khan University Examination Board, held a three-day workshop on a Model Assessment Framework at the Federal Board auditorium in Islamabad to strengthen assessment practices. The event brought together examiners, paper setters and assessors to build professional capacity and promote conceptual, evidence-based approaches to examination and assessment across Pakistan.
The opening session was presided over by IBCC Executive Director Dr. Ghulam Ali Mallah and Chairman of the Federal Board, Professor Dr. Ikram Ali Malik. Senior trainers and education experts were also in attendance to support the workshop’s objectives and activities.
The workshop was led by IBCC Deputy Director Saadia Naz, with technical support from Aga Khan University Examination Board specialists Muneera Muhammad, Kashif Hussain and Ali Bijani. The curriculum and sessions were designed to provide practical guidance on designing, selecting and improving assessment items and procedures.
In his remarks, Dr. Ghulam Ali Mallah emphasized the importance of conceptual examinations for achieving meaningful learning outcomes. He argued that assessment should move beyond rote memorization and focus on the application of knowledge, problem solving and critical thinking. Professor Dr. Ikram Ali Malik highlighted the central role of assessment in education and stressed the need for digitalization in modern testing systems. He also presented research findings on test item analysis and selection, underscoring the need for evidence-based reforms.
Organizers said the three-day workshop aimed to refine the professional skills of those responsible for setting and marking papers and conducting assessments, thereby promoting a national shift toward conceptual education and improved testing practices. The Federal Board provided the venue for the event, which organizers described as an example of effective inter-agency cooperation in advancing national education reform.
The workshop was organized by the Public Relations Department of the Inter Boards Coordination Committee (IBCC).
