Launching E-Stamp Paper in Islamabad

Under the direction of Muhammad Ali Randhawa, Chairman Capital Development Authority and Chief Commissioner Islamabad, the ICT Administration and the Punjab Land Records Authority signed an agreement at CDA headquarters to introduce the E-Stamp Paper system in Islamabad. The signing ceremony brought together senior officers, including Irfan Nawaz Memon, Deputy Commissioner Islamabad, and Rabia Aurangzeb, Director ICT, alongside representatives from the Punjab Land Records Authority and relevant ICT and CDA officials.

The agreement formalises plans to roll out the E-Stamp Paper system alongside a broader programme to digitize ICT land records. Presented as part of the federal vision led by Prime Minister Shehbaz Sharif and supported by Federal Interior Minister Mohsin Naqvi, the move aims to bring modern digital processes to Islamabad’s property administration.

Officials say the E-Stamp Paper initiative will directly address long-standing public challenges in the transfer, mutation and sale or purchase of property by reducing manual procedures and improving record reliability. Digitization of land records is expected to create clearer audit trails and reduce delays that currently affect buyers, sellers and government services.

Deputy Commissioner Irfan Nawaz Memon underlined that implementing the E-Stamp Paper system will ease public difficulties and enhance service delivery across the capital. He noted that all available resources are being mobilised to ensure the new system integrates with existing ICT processes and delivers measurable benefits to residents and stakeholders.

Work will now focus on technical integration, staff training and public awareness so the E-Stamp Paper system and digitized land records can be introduced smoothly in Islamabad. Officials expect the reforms to strengthen transparency, speed up property transactions and modernise land administration for citizens across the capital.
