CDA Board Advances Islamabad Development
The 17th meeting of the CDA Board took place at the CDA Headquarters in Islamabad on November 21, 2025, under the chairmanship of Muhammad Ali Randhawa. Board members including Member Admin and Estate Talat Mehmood, Member Planning and Design Dr. Khalid Hafiz, Member Engineering Syed Nafasat Raza and Member Environment Esfandyar Baloch attended along with relevant officers to consider several administrative and planning matters.
The Planning Wing presented a review of temporary stalls and kiosks in the city in light of recent High Court directions, and the CDA Board instructed the Planning Wing to draft a clear policy to regulate temporary commercial structures while ensuring compliance with court orders and local planning standards.
Proposals for amendments to the Islamabad Land Disposal Regulations 2005 were discussed following directives from the Public Accounts Committee sub-committee. The Board decided to form a committee of all Director Generals from different wings to identify procedural delays and remove obstacles to expedite pending files and improve interwing coordination.
Seeking to enhance Islamabad’s green cover and preserve its natural character, the CDA Board agreed to forward the Islamabad Parks and Horticulture Agency Regulations proposal to the Federal Cabinet. The Board also approved a revision of plant prices at the Gardenia Hub for the first time since 2005 and agreed to offer special discounts for institutional and CSR purchases to encourage wider participation in urban greening.
On the matter of the No Objection Certificate for the Federal Employees Cooperative Housing Society Jinnah Garden Phase Two, the Board resolved to constitute a technical committee to review the scheme’s compliance and technical requirements before taking a final decision.
Chairman Muhammad Ali Randhawa directed that allotment letters for any housing scheme be printed through the Printing Press of Pakistan and issued strictly according to the number of plots shown in the approved layout plan. He emphasized inclusion of barcodes and watermarks on allotment letters to prevent unlawful sale and purchase of extra plots and files and to facilitate verification.
The Chairman reiterated that the CDA Board is focused on providing better services to citizens, improving transparency and accountability in implementation, and prioritizing construction, development and beautification projects across the capital. The Board’s decisions are intended to streamline processes and support sustainable development across Islamabad.
