Exploring Primary Healthcare with Civil Service Trainees

Probationary officers of the 53rd Common Training Programme from the Civil Services Academy visited the Community Health Center Shah Allah Ditta as part of a study tour to observe primary healthcare in practice. The visit gave officers a frontline view of how basic health services are delivered at the community level and the challenges teams face daily.

District Health Officer Islamabad and his team welcomed the delegation and provided a detailed briefing on the facility’s role in community-level healthcare. The officers were informed about the centre’s key service delivery processes and the public health initiatives it supports, including outreach activities, patient registration and referral coordination with higher-level hospitals.

During the visit, trainees were shown how the health centre manages patient flow, preventive services and community engagement activities that aim to improve health literacy and access. The practical exposure helped officers connect administrative learning with on-the-ground realities of delivering primary healthcare to local populations.

The interaction underscored the importance of collaboration between civil administration and health authorities to strengthen service delivery at the grassroots. By witnessing operational practices and public health efforts firsthand, the probationary officers gained insights that will inform their future roles in policy implementation and community-oriented governance.
