PSB Begins Grant Reconciliation for PTF

The Pakistan Sports Board has formally notified the Pakistan Tennis Federation about the initiation of a grant reconciliation process to address an outstanding amount of Rs. 41,252,072 released across financial years 2022-23, 2023-24 and 2024-25. The PSB says its Internal Audit Wing reviewed the matter under the Pakistan Sports Board Constitution 2022 and applicable financial rules and found that the Pakistan Tennis Federation has not submitted the required adjustment accounts or the original receipts, invoices and vouchers supporting the utilisation of the grants.

According to the PSB, the absence of timely adjustment accounts and supporting documentation means the full sum remains unreconciled in official records. The Board described this as a breach of expected financial management and governance standards for public funds and underlined the need for prompt grant reconciliation to restore transparent records.

The PSB has decided that the outstanding amount will be recovered from future allocations to the Pakistan Tennis Federation for the financial year 2025-26. Any grants approved or released to the Federation in that year will first be applied to settle the outstanding liability until the full amount is reconciled, the Board said. The PSB also instructed the Federation to follow strict financial governance measures, including dual-authority controls, authorised signatories and the timely preparation and publication of audited financial statements.

The Board warned that continued non-compliance could result in further administrative action, including suspension of future grants and other measures permitted under the relevant rules and constitutional provisions for sports federations. A copy of the communication has been forwarded to the Ministry of Inter Provincial Coordination with a request to ensure grant disbursement follows required reconciliation and compliance procedures, reinforcing the importance of accountability in sports funding.
