Bostan Avenue Owners Face FIR Over Layout Plan Violations, Missing Documents

RAWALPINDI: In a decisive move to uphold urban planning regulations, the Rawalpindi Development Authority (RDA) has launched legal proceedings against the owners of the Bostan Avenue Housing Scheme for persistent regulatory violations. The action follows the directives of RDA Director General Kinza Murtaza and reflects the authority’s ongoing commitment to combating unauthorized housing developments in the city.

The RDA’s Land Directorate has filed a First Information Report (FIR) at the Airport Police Station under the Punjab Development of Cities Act, 1976. The FIR cites the scheme’s continuous failure to comply with essential legal and procedural requirements, despite receiving multiple notices from the authority.

According to official RDA sources, the management of Bostan Avenue Housing Scheme neglected to submit mandatory documents including the transfer deed, mortgage deed, and registration certificates. Moreover, the housing scheme deviated from its approved layout plan — a serious breach that could jeopardize both public safety and investors’ rights.

In response to these violations, the RDA determined that firm legal enforcement was necessary to safeguard public interest and ensure accountability within the real estate sector. The authority reiterated that adherence to planning laws is a prerequisite for the operation of any housing project under its jurisdiction.

Director General Kinza Murtaza stressed the importance of proper documentation and transparency. “Only legally registered schemes with complete and verified paperwork will be allowed to operate,” she stated, adding that the RDA remains resolute in its efforts to dismantle illegal housing networks.

As part of its wider awareness campaign, the RDA has also issued a public advisory, urging citizens and potential investors to verify the legal status of any housing society before committing their funds. The advisory serves as both a warning and a protective measure to prevent individuals from falling victim to unauthorized or fraudulent developments.

This legal action marks a significant step in RDA’s broader initiative to uphold urban planning standards, promote lawful development, and protect the rights of residents across Rawalpindi.
