Japan Supports Human Resource Development in Pakistan with JDS Grant Aid

**Japan Extends Grant Aid for Scholarship Program to Boost Pakistan’s Human Resource Development**

The Government of Japan has announced a grant of approximately 379 million Japanese Yen to fund the Human Resource Development Scholarship (JDS) Program for Pakistan in 2025, underscoring its commitment to strengthening public administration and capacity building in the country.

In a formal ceremony held in Islamabad, the agreement was signed by H.E. Mr. Akamatsu Shuichi, the Ambassador of Japan to Pakistan, and Dr. Kazim Niaz, Secretary at Pakistan’s Ministry of Economic Affairs. Further implementation details were finalized through a grant agreement signed between Mr. Naoaki Miyata, Chief Representative of the Japan International Cooperation Agency (JICA) in Pakistan, and Mr. Miran Mohiyuddin Soomro, Joint Secretary of the Ministry of Economic Affairs.

Launched in 2018, the JDS Program offers opportunities for highly qualified Pakistani government officers to pursue postgraduate studies, including Master’s and Ph.D. degrees, at leading Japanese universities. The initiative specifically targets officers involved in the planning and implementation of Pakistan’s social and economic development policies, aiming to strengthen the administrative capacities of the government.

To date, over one hundred government officers have benefited from the JDS Program, with nearly 70 scholars successfully completing their studies and returning home to apply their advanced skills and knowledge towards Pakistan’s development. The program prioritizes critical disciplines such as public administration and finance, industrial promotion, energy policy, response to climate change, and agribusiness and food security.

Ambassador Akamatsu emphasized the significance of the initiative, stating, “The Government of Japan fully understands the importance of social and human capital development in Pakistan and believes among the key enablers is a responsive and accountable public administration. Building the capacity of young outstanding civil servants in various technical areas is thus imperative in strengthening public administration that can effectively address the multi-dimensional development challenges in this country.”

Echoing the sentiment, JICA’s Chief Representative Mr. Naoaki Miyata remarked, “This program will make a significant contribution to human resource development in Pakistan. JDS fellows will acquire advanced knowledge and skills which will enhance their capacities in policy planning and implementation. We believe these individuals will play pivotal leadership roles within the Government of Pakistan, contributing to national development and the well-being of the people. Moreover, the JDS Program is a testament to the enduring partnership and friendship between Japan and Pakistan.”

The latest grant reinforces the strong bilateral ties between Japan and Pakistan, and is expected to help cultivate a new generation of leaders equipped to address the country’s complex development challenges.
