**RDA Seals Illegal Housing Scheme Office and UBL ATM in Crackdown Against Unauthorized Developments**
The Rawalpindi Development Authority (RDA) has taken decisive action against illegal development by sealing the marketing office of Capital Smart City Phase-III, an unauthorized housing scheme situated on Airport Avenue, Rawalpindi. As part of the same operation, an ATM belonging to United Bank Limited (UBL) within the premises was also sealed. The move underscores RDA’s commitment to enforcing urban planning regulations and curbing unapproved commercial activities.
The RDA’s enforcement squad, operating under the direction of Director General Kinza Murtaza, targeted the scheme for multiple violations. According to an RDA spokesperson, the sponsor of Capital Smart City Phase-III was conducting illegal plot bookings and openly advertising and constructing without the required No Objection Certificates (NOCs) from the authority. These activities violated both the Punjab Development of Cities Act 1976 and the Punjab Private Housing Schemes and Land Subdivision Rules 2021.
Despite being served notice, the scheme’s sponsor failed to meet RDA’s compliance directives, leading to a sealing operation led by Assistant Director Planning Ali Raza, with support from Scheme Inspectors and in coordination with the Chontra Police Station.
In a statement, Kinza Murtaza, the Director General of RDA, reiterated the authority’s determination to root out all forms of illegal construction and commercial operations. “We will continue to take firm action against all forms of illegal and unauthorized construction and commercial activities, without fear or favor. Such violations will not be tolerated,” she asserted.
Murtaza also cautioned members of the public to avoid investing in any housing schemes that have not been approved by RDA. She encouraged potential buyers to verify the legal status of any housing project directly with the authority before making financial commitments.
The DG further appealed to citizens to collaborate with RDA in eliminating encroachments and ensuring that urban development proceeds under legal and regulatory frameworks.
