Collaborating for Stronger Foundations in ECCE in Pakistan

**Stakeholders Unite to Strengthen Early Childhood Education in Sindh**

The Ministry of Federal Education and Professional Training, in partnership with the ASPIRE Program, convened a key session of the ECCE & Foundational Learning Technical Working Group at the Sindh Secretariat in Karachi, bringing together education leaders and stakeholders to accelerate progress in early childhood care and education (ECCE) and foundational learning.

Led by Dr. Fouzia Khan, Chief Executive Advisor of the Curriculum Wing at the Sindh Education and Literacy Department (SELD), the session showcased major advancements, including the development of ECCE workbooks, revisions to teacher training materials, and steps toward implementing Sindh’s newly framed ECCE and Foundational Learning policy.

International and national partners, such as UNICEF, JICA, and PAMS, spearheaded discussions through Literacy and Numeracy Sub-Groups. The Foundational Learning Hub delivered a comprehensive gap analysis, comparing Sindh’s educational resources to national standards, to identify areas for curriculum alignment and improvement.

Idara-e-Taleem-o-Aagahi (ITA) highlighted the challenging aftermath of the 2022 floods, which disrupted the educational journey for many young learners, and shared insights from the Asia Regional Network for Early Childhood (ARNEC) resource mapping, emphasizing the urgent need for targeted support in early childhood development.

Contributions from two SELD teachers brought a grassroots perspective to the forum, as they reflected on the impact of Teaching at the Right Level (TaRL) and Foundational Literacy and Numeracy (FLN) programs. Both highlighted the importance of inclusive, child-centered teaching methodologies in fostering effective learning environments.

The session underscored the collective commitment of government, partners, and educators to fostering equitable and quality early learning opportunities across Sindh, furthering the goals of education reform and lifelong learning for all.
