SCO Trade Ministers Meet in Vladivostok for Partnership Plan

Ministers responsible for foreign economic and trade affairs from Shanghai Cooperation Organization member states met in Vladivostok to discuss deepening trade and economic cooperation, adopt joint measures on the creative economy, and review work by SCO business and analytical bodies. The meeting produced a Joint Statement and an Implementation Plan to guide cooperation on creative industries, and agreed to continue ministerial-level dialogue at the next meeting in Dushanbe.
Chaired by Russia’s Minister of Economic Development, Maxim Reshetnikov, delegation heads exchanged views on strengthening trade and economic ties across the SCO. Discussions focused on supporting a rules-based multilateral trade system, enhancing the resilience of supply and manufacturing chains, and promoting trade innovation.
Delegates examined opportunities in e-commerce, technology development, and digital trade as drivers of regional economic integration. Sustainable development themes also featured prominently, with attention to sustainable energy, green industry, and policies that align economic growth with environmental objectives.
SCO Deputy Secretary-General Suhel Khan stressed that trade and economic cooperation is central to advancing dialogue and cooperation among member states. He highlighted outcomes from the Tianjin Summit and underlined the importance of implementing commitments in areas such as the digital economy, sustainable energy, green industry, and support for multilateral trade.
The meeting included presentations on the activities of the SCO Business Council and the Consortium of Economic Analytical Centers, which reviewed ongoing projects and analytical work supporting policy coordination. As a result of the session, ministers adopted a Joint Statement and approved an Implementation Plan for the Framework Basics for Cooperation in the Sphere of Creative Economy Development, intended to foster collaboration in creative industries across member states.
Participants agreed to continue the ministerial process with the next meeting scheduled to take place in Dushanbe.
