Key Steps to Develop Gwadar Port as a Regional Trade Hub

Pakistan has initiated decisive measures to transform Gwadar Port into a regional hub for trade and logistics connectivity, under the supervision of Federal Minister for Planning and Development, Professor Ahsan Iqbal, who chaired a high-level meeting to review and accelerate these efforts.
The comprehensive strategy being implemented under Minister Ahsan Iqbal’s guidance aims to position Gwadar Port as a competitive regional trade center connecting South Asia with the Gulf and Central Asian regions. The federal government is focused on developing Gwadar into a pivotal maritime and logistical node, fostering extensive connectivity and economic activity across the region.
Key priority areas identified in this strategy include the commencement of transshipment operations. The Ministry of Maritime Affairs is actively engaging private shipping companies to launch operations initially targeting commodities such as fish, dates, minerals, and cement between Gwadar and ports in the Persian Gulf.
To further attract global interest, Pakistan is embarking on a comprehensive international investment and promotional campaign. This initiative involves hosting international conferences in Islamabad, conducting global roadshows, and partnering with Pakistan’s diplomatic missions abroad to market Gwadar as an attractive destination for foreign investors.
Enhancing regional connectivity remains a crucial focus as well. The Ministry of Foreign Affairs has been tasked to facilitate four-nation collaboration to initiate feasibility studies for an ambitious underwater tunnel linking Gwadar with Oman—effectively connecting South Asia with Gulf Cooperation Council (GCC) countries. Additionally, the introduction of ferry services between Gwadar and various Gulf destinations is also under active consideration.
Promoting sustainable local development, the government is committed to actively incorporating the local fishing community into Gwadar’s economic activities. Joint land survey initiatives and collaborative fish processing factories with Chinese partners are in progress. Federal Minister Ahsan Iqbal emphasized the importance of safeguarding fisherfolk rights and reiterated that their consultation and active participation are indispensable for promoting sustainable fisheries.
Infrastructure development projects designed to maximize Gwadar Port’s strategic potential are gaining momentum. Notably, a feasibility report for the “Mineral Corridor Rail Link,” aimed at transforming Gwadar into a dedicated mining port, has already been completed. Additionally, the Gwadar Safe City project currently stands at 30% completion and is expected to reach full completion by June 2026.
To boost Gwadar’s appeal among global maritime operators, the government is providing world-class accommodation and amenities. This includes the establishment of a five-star hospitality facility—PC Gwadar Hotel—to ensure comfortable living conditions for the international shipping workforce, thereby enhancing the port’s commercial attractiveness.
All these initiatives are aligned closely with Pakistan’s first-ever fisheries and marine policy, reflecting the government’s commitment towards sustainable, inclusive, and region-wide economic growth.
The comprehensive plan and its related measures were thoroughly reviewed at a top-level meeting of the Cabinet Committee on Gwadar Port operationalisation, chaired by Minister Ahsan Iqbal. Senior officials from federal ministries, relevant departments, and the Balochistan provincial government attended the meeting.
During this high-level meeting, officials emphasized the critical need to maintain effective coordination among various ministries and institutions. Immediate implementation steps were directed to turn Gwadar Port into an engine of economic transformation for Pakistan and a focal point for regional prosperity.
