Driving Adaptive Social Protection in Pakistan
Vice Chairperson Jahan Ara Manzoor Wattoo met with World Bank social protection experts in Washington D.C. to advance Adaptive Social Protection as a strategic priority for Pakistan. The discussion focused on strengthening systems that can respond to climate change, disasters and other emerging shocks while protecting vulnerable communities across the country.
The Pakistani delegation included Sumaira Samad, Additional Secretary at the Federal Ministry for Poverty Alleviation and Social Safety Division, and Shazia Atta, Chief of Section (Social Protection) in the Planning and Development department of Khyber Pakhtunkhwa. Together they outlined ongoing efforts to mainstream the Adaptive Social Protection agenda into national and provincial programs and to enhance coordination among stakeholders.
Vice Chairperson Wattoo highlighted that Adaptive Social Protection is a central item on the Interprovincial Social Protection Forum agenda, created to foster collaboration between provinces, harmonize policies and build stronger delivery systems. She also recalled that Adaptive Social Protection was a major theme at the Punjab Social Protection Conference 2024 organized by UNICEF, where participants reviewed existing programs and explored practical steps for improved coordination and sustainable reform.
Wattoo noted that the National Dialogue on Adaptive Social Protection 2025, organized by GIZ, reinforced the urgency of building resilience against climate-related risks and natural disasters. The meeting underscored the need for adaptive approaches that integrate early action, risk-informed planning and timely support to households most at risk.
World Bank expert Ms. Sarah Black commended PSPA leadership and Pakistan’s commitment to building adaptive and inclusive systems, saying the focus on climate resilience within social protection is both timely and exemplary for the region. Mr. Alexander expressed encouragement at Punjab’s efforts to integrate adaptive measures, noting that the Vice Chairperson’s vision demonstrates strong ownership and dedication essential for long-term sustainability.
The Washington discussions reaffirmed a shared commitment to scale up Adaptive Social Protection across federal and provincial programs, strengthen partnerships with development partners and ensure that social safety nets in Pakistan are resilient, responsive and inclusive.
