Federal Launch of No Child Left Behind in ICT

The Federal Ministry of Education & Professional Training has launched the ICT-level No Child Left Behind campaign to identify and enroll every out-of-school child in Islamabad Capital Territory and to strengthen sustainable quality learning opportunities across the capital.

Dr. Khalid Maqbool Siddiqui described the campaign as a mission of inclusion and accountability and stressed the Government’s obligation under Article 25-A to provide free and compulsory education. The initiative is a focused, time-bound effort with a target to bring back the largest possible number of children into schools within three years.

Under the Federal Action Plan for Out-of-School Children (2025–2030), authorities will carry out household-level identification and mapping across Union Councils to accurately register out-of-school children and ensure that outreach is targeted and data-driven.

To expand school absorption capacity the campaign will scale second shifts, roll out Accelerated Learning Programs and broaden alternative education pathways so learners who missed years of schooling can rejoin formal education with appropriate support.

Digital dashboards and real-time monitoring systems will be deployed to maintain transparency and measurable progress, enabling education managers to track enrollments, retention and learning outcomes. The ministry intends to mobilize parents, community leaders, teachers, civil society and development partners to create shared ownership of the No Child Left Behind effort in Islamabad.

The Federal Ministry called on education officials, teachers and media to actively support implementation and monitoring so that enrollment gains translate into sustained retention and improved learning. The campaign places the focus squarely on ensuring every child in ICT can access and benefit from quality education.
