Punjab Faces 14 Percent Rise in Dar-ul-Aman Demand

A recent study has highlighted a 14 percent increase in demand for Dar-ul-Amans in Punjab, revealing a significant rise in the need for shelter and protective services in the province. The study underscores the urgent requirement for greater investment to ensure survivors of gender-based violence can access safe and comprehensive support.

Currently, the Punjab government allocates between PKR 10 to 15 million per Dar-ul-Aman annually. However, the study recommends that an estimated PKR 2 billion is required to meet quality standards and offer complete services to those seeking help. This discrepancy points to a substantial gap in resources, limiting the province’s ability to fully address the needs of survivors.

The findings were published in the newly launched Gender-Based Violence Costing Study by UNFPA Pakistan in collaboration with the Social Welfare and Bait-ul-Maal Department, Punjab government. The research was supported by the Foreign, Commonwealth & Development Office under the AWAZ II initiative and carried out by the University of Galway.

According to experts, the study serves as an important step toward strengthening the province’s response to gender-based violence. Stakeholders emphasize that increased funding and resources are essential to ensure survivors receive not just immediate shelter, but also the dignity and comprehensive care they deserve.
