Afzal Sadaf Haral rose from a small village in Chiniot to become a soldier, scholar, civil servant and writer, a trajectory defined by perseverance, education and public service. His career spans military service in challenging regions, advanced academic work in international relations and political science, senior roles within Pakistan’s civil bureaucracy, and contributions to literature and welfare initiatives.
Born in Chak No. 241/J.B Mangoana, Tehsil Bhawana, District Chiniot, Haral began his professional life in the Pakistan Army, where he served with distinction in demanding areas including North Waziristan. His military service laid a foundation of discipline that he carried into subsequent phases of his career.
Pursuing higher education alongside his service, Haral completed an MPhil in International Relations and later advanced to doctoral studies in Political Science, ultimately submitting his PhD thesis. His academic work complements his public-sector roles and informs his research and writing.
After his academic achievements, Haral was selected for the Civil Service of Pakistan and joined the Office Management Group. He currently serves as a Section Officer in the Ministry of Water Resources in Islamabad, where his portfolio includes coordination with major national water institutions such as WAPDA, IRSA, PCRWR, PCIW and CEA/CFFC. His bureaucratic experience also includes a posting in the Establishment Division and representing Pakistan on official assignments abroad, including an official visit to the People’s Republic of China.
Outside government duties, Haral is an active researcher, writer and poet. He has published work and has a poetry collection titled An Evening Here Too forthcoming, which has attracted attention from readers and literary circles.
Haral is also involved in welfare organizations, contributing to social causes alongside his professional responsibilities. His life story—from rural beginnings to roles in state institutions and the literary world—illustrates a commitment to service, scholarship and community engagement.
