Interior Committee Orders Probe into Police Conduct

The Interior Committee of the National Assembly issued firm directives after lawmakers raised serious concerns over alleged misconduct by the SHO of Banigala Police Station toward the President and members of the Pakistan Nursing and Midwifery Council, calling the police explanation unsatisfactory and framing the matter as one of parliamentary integrity.

The Committee, chaired by MNA Raja Khurram Shahzad Nawaz, directed the Secretary of the Interior Ministry to meet the concerned MNA and submit a detailed report at the next meeting. Members stressed that the matter went beyond personal grievance and required a full institutional response from the interior authorities.

Officials briefed the Committee on a long-pending heritage restoration project in Multan, noting that Rs 850 million had previously been released while utilisation and oversight remained unclear. Lawmakers questioned the absence of key documentation and administrative authority for shifting the federally funded project to provincial control. The Project Director was ordered to furnish missing feasibility studies and provide site-wise expenditure details immediately.

The Committee reviewed draft legislation including the Corrosive Substances Assault Bill moved by MNA Sharmila Sahiba Faruqui Hashaam, and was informed by the ICT Administration that similar provisions already exist under the Acid and Burn Crime Bill moved by MNA Mahreen Razzaq Bhutto. On that basis the Committee recommended against passing the proposed bill. The Islamabad Capital Territory Dowry Restraint Bill, the Islamabad Preservation of Landscape Bill and the Criminal Law Amendment Bill were deferred for further consideration or in the absence of movers.

Deliberations also covered delays in compensation for land acquired by the CDA in sectors E-12, C-13, C-14, C-15, C-16 and H-16. CDA representatives acknowledged earlier meeting disruptions but said follow-up discussions had taken place. The Committee directed the CDA Chairman to convene a dedicated meeting with MNAs Syed Rafiullah, Anjum Aqeel Khan, Ibrar Ahmed and Aqeel Malik to resolve outstanding claims and submit a progress report at the next session.

Land disputes involving the Intelligence Bureau Employees Cooperative Housing Society and Gulberg Greens drew scrutiny as government dues remained unpaid. The Committee ordered that all pending dues be cleared without delay and reiterated that societies must compensate government entities for road usage and pipeline damages. IBECHS was instructed to obtain required permissions from SNGPL and provide complete details of plot allocations along with rectification plans for irregularities in Gulberg Greens and Gulberg Residencia.

NADRA officials briefed the Committee on irregular issuance of CNICs and MNICs to non-entitled individuals in Karachi, a concern raised by MNA Syed Nabeel Ahmed Gabol. The Committee directed the NADRA Chairman to meet the MNA, take urgent corrective measures including appropriate disciplinary action and present a report on findings and actions taken.

Labour issues were raised when MNA Syed Rafiullah disclosed that many workers at Parliament Lodges were not receiving the legally mandated minimum wage. He insisted that salaries be disbursed through bank transfers or cheques to ensure transparency. The Committee directed the CDA to enforce minimum wage compliance and implement bank-based salary disbursement, and CDA officials agreed to follow these instructions.

On urban policy, the Committee discussed a proposal to establish a food street in Islamabad’s Blue Area and directed the CDA to appoint an officer to consult local traders and prepare a policy outline for the next meeting. The session was attended by MNAs Anjum Aqeel Khan, Chaudhary Naseer Ahmed Abbas, Malik Shakir Bashir Awan, Syed Rafiullah, Sardar Nabeel Ahmed Gabol, Nawabzada Mir Jamal Khan Raisani, Khawaja Izhar Ul Hassan, Rana Ansar and Muhammad Ijaz-ul-Haq, along with senior officers from the Ministries of Interior and Law, NADRA, CDA, ICT Police, the Circle Registrar and the Secretary of IBECHS.
