Provincial authorities have confirmed that the Digital Driving License issued through the DLIMS platform is legally valid across Pakistan, yet many motorists still face uncertainty when stopped by traffic officers in cities such as Islamabad and Lahore. Since 2023, governments including Punjab have directed traffic departments to treat a verified digital driving license displayed on a mobile device the same as a physical smart card.
Traffic police have been instructed to verify a driver’s record using handheld devices and the citizen’s CNIC, and a driver with a valid record should not be fined for not carrying a plastic card. Despite these directives, commuters report occasional demands for a physical card. Motorists are advised to remain calm, request verification through the official DLIMS system, and present the DLIMS-generated PDF with its verifiable QR code rather than screenshots.
To help ensure the digital driving license is accepted, officials recommend saving an offline copy on your phone, keeping the device charged, and carrying your original CNIC for quick identity checks. Reminding officers of standing notifications from senior traffic leadership can de-escalate disputes and speed up verification when there is confusion at the roadside.
Police departments have set up complaint channels to address non-compliance. In Punjab, citizens may call the Punjab Police Complaint Cell at 1787 or send incident details, including an officer’s name or chest number, to the DIG Traffic Punjab’s designated WhatsApp number. In Islamabad and Sindh, motorists can visit traffic help desks or file complaints through official citizen service apps to report refusal to accept a digital driving license.
Traffic officials stress that the DLIMS digital driving license is intended to reduce paperwork and simplify checks, not create new hurdles for drivers. The transition to electronic licensing is supported by law and described by authorities as irreversible, so understanding verification procedures and the proper complaint routes will help commuters safeguard their rights and improve compliance on the roads.
