Strengthening NCRC Reporting Capacity
UNDP, supported by the European Union under the Huqooq-e-Pakistan II Project, organised a two-day capacity development training to strengthen NCRC’s institutional ability to monitor, document and report on child rights in line with Pakistan’s treaty obligations. The programme aimed to improve the quality and credibility of NCRC reporting to international mechanisms.
Trainers focused on major international human rights reporting frameworks, including UN treaty bodies, the Universal Periodic Review process and the GSP+ monitoring mechanism, explaining how the Commission can contribute evidence-based inputs. Practical guidance emphasised how timely and well-documented submissions to these forums enhance Pakistan’s standing on child rights compliance.
Participants examined Pakistan’s obligations under international human rights law and discussed the ways those commitments are reflected in the Constitution and connected to the Sustainable Development Goals, particularly targets relevant to children. This alignment was presented as essential for coherent national reporting and targeted policy action.
Modules on monitoring, documentation and data collection introduced indicator-based reporting methods that enable systematic assessment of implementation gaps. The training showed how field-level findings can be translated into structured, verifiable inputs for international reporting, strengthening the overall NCRC reporting process.
Sessions also covered follow-up on international recommendations, inter-agency coordination and how monitoring outcomes can be used strategically for policy advocacy and accountability. Emphasis was placed on positioning the Commission as an effective oversight body that supports government action and civil society engagement.
The training was attended by Chairperson NCRC Ms. Ayesha Raza Farooq, Members including Member ICT Mr. Khalid Naeem, Member Sindh/Minorities Mr. Pirbhu Lal Satyani, Member KP Ms. Nadia Bibi and Member Punjab Dr. Mehek Naeem, Secretary NCRC Mr. Khalid Latif, along with secretariat and technical staff. The event underlines NCRC’s commitment to enhancing institutional capacity and supporting Pakistan’s compliance with international human rights standards in the promotion and protection of child rights.
