PHF Reforms Drive Revival of Pakistan Hockey
The Pakistan Hockey Federation has unveiled a Strategic Reform Agenda aimed at revitalising the sport from grassroots to elite level after the first meeting of its ad hoc committee chaired by PHF president Mohi-ud-Din Wani. The roadmap centres on three pillars — institutional transparency, data-driven talent identification and professional federation management — and sets a clear timeline for measurable change.
PHF reforms include a 90-day action plan to scrutinise hockey clubs across the country. A panel of legal experts, chartered accountants and sports governance specialists will audit club finances and activities, and a verified voter list will be published publicly to enable fair elections under neutral oversight within six to nine months.
A nationwide talent hunt will begin at school level with under-14 and under-16 trials conducted in partnership with the Federal Board (FBISE) and IBCC, using digital profiling to track performance. The Higher Education Commission will oversee an under-21 university championship designed to feed the junior national team and strengthen the pipeline for future elite players.
Financial stability is being pursued through corporate partnerships that include a three-year agreement with PTCL to launch the PTCL National Hockey League, while Jazz will collaborate on improving fan experience and digital engagement. These commercial ties are intended to provide sustained funding for competitions, player development and operational costs.
Infrastructure plans leverage diplomatic channels to secure used astro turf from the Netherlands and Australia, facilitated by Pakistan’s High Commissioner in the UK, Dr Faisal, for installation in underserved districts. Departmental hockey will be revived with new teams from Pakistan Customs in Karachi and Lahore, and medical services for players will be provided by Shifa International Hospital under a coordination arrangement.
The federation will be reorganised into six professional divisions covering HR, finance, marketing, sports medicine, high performance and international liaison, with legendary players Islahuddin Siddiqui, Hassan Sardar and Samiullah overseeing team management and performance strategies. PHF reforms set an ambitious target of returning Pakistan to the top 10 world rankings within 24 months alongside Asian Games success and Olympic qualification.
To accelerate implementation, a 120-day emergency plan has been launched to begin club audits, finalise agreements with HEC and the Federal Board, shortlist international coaching candidates and verify the electoral college. Stakeholders present at the meeting included Islahuddin Siddiqui, Hassan Sardar, Pakistan High Commissioner Dr Faisal, Sardar Yasir Ilyas, Dr Niaz, Ghulam Abbas Mallah, Maqsood Abbasi, Dr Akram, PTCL CMO Saif, Jazz COO Syed Ali Naseer and Shifa coordinator Muhammad Mobeen.
PHF reforms aim to replace short term fixes with a sustainable system that is autonomous, transparent and capable of competing on the global stage, while ensuring opportunities and resources reach the grassroots level across Pakistan.
