Strengthening Response with Multi-Hazard Simulation

The National Disaster Management Authority and the United Nations concluded a two-day Joint PAK-UN multi-hazard simulation at the National Emergencies Operation Centre, NDMA Headquarters in Islamabad on 3–4 December 2025. The multi-hazard simulation aimed to evaluate and enhance coordinated response capacity across federal, provincial and district levels.

More than 130 participants from federal ministries, provincial departments, district administrations, UN agencies, international organisations, national NGOs, academia and media took part through six dedicated Working Groups. Delegates represented Punjab, Sindh, Balochistan, Khyber Pakhtunkhwa, Gilgit-Baltistan, Azad Jammu & Kashmir and the Federal Government, working together to align operations and communications under simulated pressure.

Each Working Group progressed through evolving tabletop scenarios that reflected earthquake impacts, monsoon flooding in Punjab and Sindh, glacial lake outburst flood events in high-altitude areas and winter blockages in mountainous districts. Participants used NDMA’s response matrices, integrating hazard baselines and coordinated line-department inputs to present synchronized response frameworks and operational timelines.

The exercise tested decision-making, interoperability, information management and resource planning, enabling agencies to identify gaps and refine standard operating procedures. The multi-hazard simulation helped sharpen coordination between PDMAs, district administrations and humanitarian partners for faster, more effective responses during large-scale emergencies.

NDMA lauded the active engagement of UN agencies, the FCDO, participating ministries, provincial disaster management authorities and district teams, and thanked partner organisations for their support in strengthening a unified national response system. The learnings from the exercise will inform future preparedness planning and the continued refinement of national response matrices.
