Cabinet Orders Strict Transport Monetization Compliance

Islamabad, January 26, 2026: The standing committee on the Cabinet Secretariat directed the Cabinet Division to issue formal instructions to all ministries and divisions to ensure strict compliance with the transport monetization policy. The meeting, chaired by Malik Ibrar Ahmad, MNA, emphasized immediate administrative action to enforce the policy across federal departments.

The committee observed that the transport monetization initiative was designed to reduce the burden of vehicle maintenance and PoL on the government exchequer, but its intended benefits have not materialized in practice. Members expressed concern that use of official vehicles for private purposes remains pervasive and called for robust oversight mechanisms to ensure transport monetization delivers savings and accountability.

Deliberations on the private members bill titled the Civil Servants (Amendment) Bill, 2024 were suspended until the committee’s next meeting. Meanwhile the Establishment Division was asked to provide the draft Civil Servants (Declaration & Prohibition of Foreign Nationality) Rules 2025. The committee was told that the matter is under consideration by the Secretary’s Committee on the Prime Minister’s reference and that the draft rules had been endorsed by that committee for submission to the Prime Minister, according to the Special Secretary of the Establishment Division.

On the Federal Employees Benevolent Fund and Group Insurance (Amendment) Bill, 2024 moved by Syed Rafiullah, members voiced displeasure at the slow pace of the actuarial study which was expected to be completed within ninety days. The committee directed the Benevolent and Group Insurance Funds Management to obtain comprehensive data from all government departments benefiting from the funds and to provide the information to the actuarial firm without further delay. The committee made clear it will closely monitor progress on the bill in subsequent sittings and reiterated that government employees should receive financial support at retirement rather than only in the event of death. Fund management reported that roughly 40 percent of the required data has so far been shared with the actuarial firm.

The committee also decided to call for a comprehensive briefing on the administration of the Islamabad Club at its next meeting to review governance and oversight issues.

Participants included MNAs Tahira Aurangzeb, Nuzhat Sadiq, Farah Naz Akbar, Nelson Azeem, Irfan Ali Leghari, Syed Rafiullah, Shahida Begum and Noor Alam Khan, along with the Secretary Cabinet Division, Secretary Establishment Division, the Special Secretary Establishment Division and senior officers of the concerned departments. The committee instructed the Secretariat to ensure the Cabinet Division circulates clear directives to guarantee immediate adherence to the transport monetization policy across all federal entities.
