Islamabad CDA launches rapid fire safety drive

The Capital Development Authority has completed a citywide survey of fire safety and hazard control covering 6,500 buildings across Islamabad, including inspections of 300 government properties, and has begun issuing notices to owners whose premises do not meet required standards.

Chairman CDA and Chief Commissioner Islamabad Muhammad Ali Randhawa chaired a meeting to review survey findings with senior officials including Board Member Admin Talat Mahmood, Member Planning and Design Dr. Khalid Hafiz, DC Islamabad Irfan Nawaz Memon, the Director General Building and Housing Control and the Director General Islamabad Capital Emergency Services. The meeting followed directions from Federal Minister for Interior Mohsin Naqvi to complete the fire safety survey urgently.

Officials reported that a majority of surveyed buildings lacked approved fire safety plans and had not been issued Completion/Fire Safety Certificates. Notices are being issued to building owners and occupants to submit valid fire safety and hazard control certificates to the CDA Building & Housing Control Wing within 15 days, failing which legal action under the CDA Ordinance and the Islamabad Capital Territory Building Control Regulations 2020 (Amended 2023) will be initiated, including fines and enforcement measures.

The CDA emphasised that responsibility for any accident arising from non-submission of required certificates will rest with the concerned owners and building management. Owners have been urged to promptly verify the safety status of their buildings and submit documentation so public safety standards in the capital are preserved.

It was decided that all buildings will undergo annual inspections and that fire safety certification should comply with Pakistan Engineering Council codes. The authority also directed the organisation of regular fire drills and asked the district administration to ensure strict enforcement of regulations to maintain functional evacuation routes and systems.

Officials say the initiative aims not only to reduce fire spread but to secure lives and property by ensuring functional emergency systems across Islamabad. The CDA has signalled continued monitoring and follow up to achieve full compliance with fire safety requirements throughout the Federal Capital.
