Strengthening NSOR Cybersecurity and Data Protection
UNODC, in collaboration with the Ministry of Law and Justice and key justice-sector institutions and with support from UK International Development, convened a Technical Review Workshop to examine NSOR cybersecurity and data protection measures. The meeting brought together technical and operational teams to evaluate the current system baseline and chart practical steps to reduce risk.
Participants included representatives from police, prosecution, prisons, the National Police Bureau, NADRA, PITB, KPITB and other justice-sector partners who collectively assessed gaps across technical, operational and governance domains. The workshop assessed alignment with applicable cybersecurity and privacy standards while seeking a shared view on priorities for remedial work.
Discussions centred on access controls and identity and access management, audit trails and logging for traceability, encryption of sensitive records, incident response readiness and secure touchpoints for system integration. Emphasis was placed on building robust audit and logging capabilities so that actions within the register are accountable and traceable.
Strengthening NSOR cybersecurity is intended to make the National Sex Offenders Register more resilient and trustworthy while safeguarding sensitive personal information. The workshop generated evidence to inform remedial actions under Phase I and to guide prioritized system strengthening and integration in Phase II.
By improving technical safeguards and governance arrangements, justice institutions aim to act responsibly, protect survivor dignity and enhance public safety across Pakistan as they implement the workshop recommendations.
