Balochistan Flood Recovery With China and UNDP Support

A UNDP-led recovery project funded by China has concluded after helping nearly 137,500 people in Jaffarabad and Kacchi rebuild their lives following the devastating 2022 floods. Implemented under UNDP’s Flood Recovery Programme in partnership with the Government of Balochistan and financed through the Global Development and South-South Cooperation Fund, the initiative focused on restoring livelihoods, building local capacities, and strengthening resilience.

The project provided agricultural toolkits, seeds, fertilizers, and household livelihood kits such as gardening and embroidery sets to support immediate recovery and income generation. Nearly half of the beneficiaries were women, who received resources and training aimed at expanding economic opportunities and social inclusion.

Capacity-building was a core component of the effort. More than 3,000 people participated in skills and advisory activities, benefiting from 100 formal capacity-building sessions and 105 mentoring sessions. Training covered business management, agricultural techniques, and disaster preparedness to help communities both recover and better withstand future shocks.

Chinese officials emphasized the international cooperation behind the response. Yang Guangyuan, Minister Counsellor at the Embassy of China in Pakistan, described the funding as an example of practical South-South cooperation that uses targeted, effective interventions to revive livelihoods, restore dignity, and build resilience in Balochistan.

Pakistan’s Economic Affairs Division highlighted the project’s alignment with long-term development objectives. The Deputy Secretary for the UN Desk praised the partnership between Pakistan and China and UNDP’s technical leadership, noting the timely nature of the support for vulnerable families in the province.

UNDP reiterated its commitment to resilient recovery. Dr. Samuel Rizk, UNDP Resident Representative in Pakistan, said the project treats livelihoods recovery as a springboard for rebuilding with dignity and strengthening communities against future climate-related disasters.

Provincial authorities also welcomed the assistance. Asif Ali Farukh, Secretary Planning, Planning & Development Department of Balochistan, said the initiative played an important role in reviving agriculture and small businesses in Jaffarabad and Kacchi and in empowering many women to regain economic independence.

By combining material support with training and local partnerships, the project aims to leave lasting benefits: stronger local economies, improved disaster preparedness, and a firmer foundation for a climate-resilient and inclusive future in Balochistan.
